Here is the solution one of the primary technique of spectrum allocation are used and implemented by MATLAB code simulation with full code details inside this thesis. In addition there is a proof of the FCC results about primary users usage of the spectrum which is 70% of the spectrum are unused, so for maximum utilization we are developed a management technique that can increase the utilization of the spectrum.
